ICC had multiple versions, 10/25 normal and 10/25 Heroic alright and has different drops and achievements depending on difficulty. Normal mode is not affected by group size lockout, and normal bosses can be killed by a combination of 10 and 25 man groups during any lockout period. There's always a lockout for specific heroic dungeons, you can always que random. Yeah it's been a thing for as long as heroic dungeons have been a thing. People just forget about it because random heroic dungeon queue has gone around it since wrath. Normal mode is a loot-based lockout. Supports 10-30 players, with boss health and mechanics scaling to the raid's size.

The way mythic works is the same way raid lockouts worked since vanilla. For World of Warcraft on the PC, a GameFAQs message board topic titled "Question about heroic and normal raid lockouts.". For all heroic mode dungeons mobs and bosses have First few months of a new raid. Keep your one raid ID lockout, fine. But once the 100 guilds thing happens, please don’t perma lock us into one raid. Keep it 20 man but like normal/heroic. inb4 just find a mythic guild bro get gud bro etc.
